Snail Lake in Shoreview, already a public-access lake, is predominantly shallow and small. A developer first proposed a 65-foot-high (as viewed from the lake), 6-story, 268-unit apartment building for its shore along with seven houses and 22 villas, with direct lake access for all. After considerable pushback, including by Shoreview Lakes Preservation and the Minnesota Department of Natural Resources (DNR), the developer altered the design to a 7-story, 160-unit building and 19 houses.


The DNR informed the developer that according to state law and Shoreview city code, the agency has approval power over the design and that the proposal is far too high-density for shoreland. In addition, the DNR provided documents that show promises made by the city as early as 1992 to not allow high-density construction on shoreland. The developer has temporarily withdrawn the proposal and sued the DNR. We expect a ruling by mid-May. For more details see Latest News.

By signing the petition you are formally stating you want the Shoreview City Council to deny Tycon's request to rezone the property to Mixed Use or High Density and ONLY allow the property to be zoned as low- or medium-density residential, which limits the development of that property to single family homes.
